Lumberjacking Problem

So i set up a server a few days ago, everything seems pretty good, except now when i try to use an axe on a tree, any tree with any axe, it just says "You can't use an axe on that."
Its been 20 years since i played, but everything i've looked at says you should be able to.
Am i doing something wrong or is there something i missed and need to turn on?

Are you targeting the tree trunk? Ignore the leaves!

Years ago I had issues and it was the Circle of Transparency that was causing the issue. Just a thought and something to check to see if may be the reason you are having the issue...
